Ed Simcox is a nationally recognized healthcare technology and policy leader with a record of driving mission-critical transformation across digital health innovators, government, and health systems. He currently leads Oracle Health’s AI Framework & Platform, shaping agentic AI in Oracle’s next‑generation EHR with strong safety, transparency, and governance.
Ed previously served as Chief Technology Officer and Acting Chief Information Officer at the U.S. Department of Health and Human Services (HHS)—the largest civilian department in the world—where he led the turnaround and modernization of department-wide IT operations, AI, data governance, cloud, cybersecurity, and digital infrastructure. Under his leadership, HHS earned congressional recognition for delivering the most improved and best overall IT performance in federal government. Ed led the creation of the HHS Data Hub and enabled agency-wide adoption of open data, fueling innovation, interoperability, and enterprise
analytics.
At Mayo Clinic, as Vice President of Platform Solutions at Mayo Clinic, he drove digital transformation across multiple clinical domains—including launching landmark initiatives in virtual care (Advanced Care at Home), precision medicine, and federated data/AI research infrastructure.
Ed has also worked at the intersection of AI, product, and commercialization with roles including Chief Strategy Officer at LifeOmic and founding executive/consultant for VC‑backed startups. A licensed attorney, he holds a JD from Indiana University School of Law and a BA from DePauw University. He actively engages with standards bodies and public–private partnerships to advance safe, interoperable, and clinically effective healthcare AI.
